摘要：
我国基层的折叠型治理模式通过分权包干、简约化考评等机制，将治理复杂性折叠容纳在内。近年来基层治理从折叠型向科层压力型模式转变，基层治理暴露在治理复杂性与外在压力的双重影响之下，形式主义现象由此上升。从纵向督查压力与横向竞争压力两个维度，结合治理规模与治理难度两方面的复杂性，分析形式主义问题产生的具体机理与内在动因，可以将形式主义分为文牍主义、程序主义、亮点工程与中游策略四种类型，并以此探讨遏制形式主义的可行路径。

Abstract:
The folded governance contains complexity of the governance by utilizing decentralized subcontract and simplified evaluation. In recent years, grassroots governance has been transformed from the folded model to bureaucratic pressure model. The grassroots governance is exposed to dual impacts of governance complexity and external pressures, which leads to a series of pathology of formalism. This paper aims to analyze the detailed mechanism and internal motivation of the formalism by integrating pressures of vertical supervision and horizontal competition, as well as governance scale and difficulty. Based on the analysis, this paper sorts the formalism into four types: red-tapism, programmalism, highlight project and the strategy for mid-grade. Therefore, the way to restraint the formalism can be developed as well.
