摘要： 自由是人类的基本价值之一，在某些情境下自由不得不与人类其他基本价值相权衡。因为自由的价值不在自由本身，而在于我们利用自由从事何种活动。自由不仅意味着他人无权进行得不到辩护的干预，也意味着他人和社会理应提供个人实现自由的条件。而公共卫生中群体健康与个人自由之间的张力，既包括两者之间的一致性，也包括两者之间可能发生的冲突。在某些情境下，个人的自由有必要让位于群体健康，但在公共卫生工作中限制个人自由必须满足一定的可辩护的条件，即有效性、相称性、必要性、侵犯最少和透明性。

Abstract:
Freedom is one of the basic values of human beings, in some context, the value of freedom
has to be balanced with other basic values. The value of freedom lies not in freedom itself, but in what
we do with it. Freedom implies that others are not entitled to unjustified intervention as well as that
related others and society should provide the conditions for their exercise of freedom. It discussed the
tension between the group health and individual freedom in public health, including their consistency
and possible conflicts, and pointed out that in some situations, it is necessary for individual freedom to
give way to the group health, but in public health work, the restriction of individual freedom must meet
certain defensible conditions, that is, effectiveness, proportionality, necessity, minimum infringement and transparency.
