摘要：
在技术革命的浪潮下，技术治理成为中国社会治理的显著趋势。一方面，面对风险社会中突然爆发的公共卫生事件与公共治理危机，技术治理为社会治理共同体短时间内的重塑提供了治理工具，并辅助社会治理共同体内部快速形成了有效的集体行动与公共决策。另一方面，技术治理也潜藏着巨大的治理风险，给社会治理共同体带来双重效应。欲使技术治理助力社会治理共同体的建构与发展，必须超越技术治理万能的神话，充分认识到技术治理所带来的负面效应与衍生问题，克服对技术治理的路径依赖，平衡好社会治理共同体的公共价值与技术治理的工具理性。技术治理与社会治理共同体二者间关系的调试，需要置于中国治理的特定情境并结合人类发展的基本处境，从世界共同体的治理结构与格局出发，重新塑造社会治理共同体的发展路径。
