摘要： 疫情并未过去，对中国，对世界，都是如此。更何况，在前行中，还会遇到更多的难题。 论争辩驳，有利于人们在一定程度上形成共识。陈国强院士等不久前发表《新型冠状病 毒感染疫情下的思考》一文，论中似有可商榷之处。今天，保障人的健康权应是公共卫生的根本目标；各级疾控中心应归入政府行政机关；应对突发事件应遵循法治和善治的原则，以发挥政府、专门机构、企业和民众等多方的合力；而通过全面深化改革，使中 国走向发达，将为这一切提供制度保障。

Abstract: The epidemic continues, both in China and the world. What’s more, there will be more di?culties in the process of moving forward. Academician Chen Guoqiang’s recent articles, however, are worth discussing in many aspects, and may not be effective or durable in the proposal. Today, protecting the right to health should be the fundamental goal of public health; CDCs at all levels should be classified into government administrative organs; in response to emergencies, we should follow the principle of rule of law and good governance, so as to give full play to the joint efforts of the government, specialized agencies, enterprises and the public; and through comprehensive and in-depth reform to make China develop, we will provide institutional guarantee for all of these.
