摘要: 在应对重大突发公共事件的行动体系中,基层应急管理起着基础性作用。基层应急管理 效能的提高,有赖于协调有序、运行有效的应急管理体制机制,即秩序化基层应急管理 主体关系。基于利益政治学的分析框架,利益关系的失衡和冲突是基层应急管理主体关 系失序的根源,进而影响到基层应急管理体制机制的运行效能。重构基层应急管理主体 关系的秩序,应在常态治理和应急管理两个系统重构协调的利益关系,加强基层党组织 对基层应急管理主体关系秩序重构全局的统领,在制度机制层面确立基层应急管理主体 的行为规范,在权力关系、权利关系和权力 - 权利关系层面形成利益协调的基层应急管 理主体关系秩序。基层应急管理体制和能力的现代化,应以系统化的思维,从利益根源、 制度机制、主体关系三个层面不断推进。

Abstract: In the system of dealing with major public emergencies, emergency management in community level plays a fundamental role. The improvement of it depends on the e?ective emergency management system and mechanism which is coordinated and orderly operated, that is, the orderly emergency management subject relationship in community level. Based on the analysis of bene?cial politics, the imbalance and con?ict of the interest relationship is the root of the disorder, which in turn a?ects the operation e?ciency of the emergency management system and mechanism in community level. To re-establish the order of the subject relationship, the coordinated interest relationship should be rebuilt in the two systems of normal governance and emergency management. Furthermore, it is necessary to strengthen the party’s leadership of subject relationship in community level in order to establish the code of conduct for emergency management subjects and form the coordinated subject relations in three aspects: power relationship, right relationship and power-right relationship. In a word, the modernization of the management system and capacity in community level should be continuously promoted from the source of interest, institutional mechanism and subject relationship with the systematic thinking.
