摘要： 作为国家治理体系的一部分，以空间视角提出的市域社会治理，在时间上遭遇国内新公众参与浪潮。特别在 2020 年抗击新冠肺炎疫情的进程中，还未充分准备好的市域社会 治理经受了全方位挑战。公众参与能力、政社互动能力、协商共治能力、回应监督能力、 数据治理能力和平台运营能力等全能力建设，急需政府、市场和社会三方携手、共同推进， 只有这样，市域才有机会在日常成为治理中枢，在应急时成为治理先锋。

Abstract: As part of the national governance system, the municipal social governance proposed from the spatial perspective has encountered a wave of new public engagement in China. It is especially in the process of ?ghting against COVID-19 in 2020 that the municipal social governance that has not been fully prepared has met all-round challenges. Its full capacity building are in urgent need of the cooperation among government, market and society to work and advance together, which includes the capacity of public engagement, political and social interaction, consultation and co-governance, response and supervision, data governance as well as platform operation capacity. Only in this way, can the municipality have the opportunity to become the governance hub in daily lives and the pioneer in emergency situations.
