摘要: 新型冠状病毒肺炎疫情使得公众生命和健康遭受巨大损失,全国启动了重大突发公共卫生事件一级响应。在新冠病毒肺炎疫情这一特大公共卫生事件中,通过对七个时间段内湖 北省内外公众在风险认知、社会情绪、社会行动三个方面心理和行为认知,以及公众对信息管理、医疗物资、防护物资、生活资源供应情况评价的调查,可以全面了解疫情应急响 应状态下的社会心态。这些社会心态中既存在有利于疫情防控的因素,也存在不利于疫情 防控的问题,一些社会心态反映出的负向情绪问题可以在疫情防控中得到解决,一些社会 心态反映出的创伤应激问题则是日后社会治理和社会心理服务体系需要重点解决的。在信 息联结下的社会个体化大趋势下,未来的社会治理应该发挥超大互联网平台的作用,通过 大数据和人工智能的赋能,提高社会治理现代化的能力。

Abstract: The outbreak of COVID-19 has caused huge losses in life and health. To this, China has activated ?rst-level public health emergency response. In this major public health event, the social mentality in the state of emergency response can be fully understood through the surveys on psychology and behavior of the public in and out of Hubei Province in terms of risk perception, social mood and action in seven time periods as well as the public evaluation of information management, medical supplies and living resources. Through the analysis, it is found that there are both positive factors and problems that are not conducive to epidemic control and prevention. Within it, some problems can be solved while others should be focused by social governance and psychosocial service systems in the future.
