摘要： 在全球公共健康受到巨大威胁的时刻，亟需从全球伦理角度进行思考，以便形成全球团 结抗疫的伦理共识。然而，在一个文化和道德多样性的世界里，这种共识并不容易达成。 “全球伦理”和“全球生命伦理”问题近 30 年来也一直是伦理领域有争议的论题，辨析、 整合和超越已有的争论，以新的概念工具诠释新冠肺炎疫情防控中的全球伦理共识，是 摆在世人面前的重要选择。“全球公共健康伦理”概念的提出旨在超越对“全球伦理” 和“全球生命伦理”问题的争论，并可用于对全球新冠肺炎疫情防控实践进行三个维度 的思考，即保护全球健康和生命安全的伦理目标、“人类卫生健康共同体”的价值观以 及公正与关怀的伦理原则。

Abstract: As global public health is under great threat, it is urgent to bulid ethical concensus against COVID-19 from the perspective of global ethics. However, in the world of diverse culture and morality, it is not easy to reach it. The issues such as “global ethics” and “global bioethics” have been controversial topics in the ?eld of ethics for nearly 30 years. As for people all over the world, the important choice is to discern, integrate and reach beyond the existing disputes to interprete it in epidemic prevention and control with new concepts. The concept of “global public health ethics” is aimed to go beyond the previous debate, which can be used to explain the global epidemic prevention and control from three dimensions that is the goal to protect global health and safety, the value of “a community of common health for mankind ”and the ethical principle of justice and solicitude.
