摘要: 文化创意产业已经成为当今世界经济又一新的增长点和推动社会持续发展的新动力,而人力资本是文化创意产业发展的核心。如何基于文化创意产业发展的内在规律,构建较为科学的文化创意型人力资本激励机制,成为当前文化创意产业转向过程中迫切需要解决的难题。法律激励、政策激励、文化环境激励、个人及团队等激励机制要素的变化,决定着创意型人力资本的行为选择,从而影响到整个文化创意产业发展的未来路向。其中,法律激励的核心在于保护创意型人力资本的成果,政策激励的核心在于留住人才,文化环境激励的核心在于培养创意土壤,个人及团队激励机制的核心在于为文化创意人力资本提供生活保障,而贯穿上述激励要素的共同线索在于对当下文化创意产业发展规律的科学认知。

Abstract:  Cultural and creative industries have become a new growth point of the world economy and a new driving force to promote the sustainable development of society, and human capital is the core of the development of cultural and creative industries. Based on the inherent law of the development of cultural and creative industries, how to build a more scientific incentive mechanism for cultural and creative human capital has become an urgent problem to be solved in the process of the transformation of cultural and creative industries. The change of incentive mechanism elements such as legal incentive, policy incentive, cultural environment incentive, individual and team determines the behavior choice of creative human capital, thus affecting the future direction of the development of the whole cultural and creative industry.
