摘要： 随着美国对华政策从“接触战略”转型为全力打压“近似同等实力大国”崛起进程的“竞争战略”，美国在南海问题上的深度军事介入与对华军事威慑将不断升级。南海问题已经难以避免地成为中美战略博弈的重点之一。中美两国的南海博弈不仅涉及军事、外交、政治和经济，更涉及话语权竞争。加强中国的南海话语权建设日益成为南海维权与维稳行动的重要环节。话语权的核心要素是政策宣示和主张的合理性和合法性。强有力的话语权建设是中国南海政策的国际影响力、说服力和感召力的必要来源，也是中美战略竞争中不可忽视的“力量建设”。中国在南海主权声索中具有重要的历史和法律依据。升级中国的南海话语权建设，更需要直面中国南海战略态势的历史性变化，立足于保障中国南海维权维稳行动与保持中国大国崛起的可持续战略目标之间更加紧密的内在联系，使得中国的南海主张赢得更多的国际理解和支持。

Abstract:  With the transformation of policy, the deep military intervention of the United States on the South China Sea issue and the military deterrence against China will continue to upgrade. The South China Sea issue has tumbled into a hotspot of geostrategic clash between great powers. In order to comprehensively meet the major challenges posed by the United States to China on the South China Sea issue, upgrading and strengthening China’s discourse power in the South China Sea has increasingly become an important part of the South China Sea Rights and stability activities. The core element of the right of speech is the rationality and legitimacy of policy statements and claims. China has an important historical and legal basis in the claim of sovereignty over the South China Sea. To upgrade China’s discourse power in the South China Sea, we need to face the historical changes in the strategic situation of the South China Sea, so that China’s South China Sea proposition can win more international understanding and support.
