摘要： 为了更好地维护南海主权利益，中国迫切需要全面提升南海话语权。南海话语要转化为话语权首先需要话语产生议题设置力，进入国际受众的视野；其次要为受众所认同；再次要能够转化为行动力，推动实践进程。南海话语权的提升是一个由内而外、内外兼修的进程，需要考虑认同、话语与行动三重逻辑。南海话语权建构不仅面临话语传播手段先进性与传播技巧提升方面的“术”的问题，还面临着走出集体潜意识迷思，实现外交语言与外交行为表里如一、言行一致的“道”的问题。这需要反思与转化彼此集体潜意识中的冲突性情结，加强换位思考，化解愤怒与悲情意识，累积互信，寻求共同的利益汇合点。

Abstract: In order to better safeguard the sovereignty interests of the South China Sea, China needs to comprehensively enhance its discourse power in the South China Sea urgently. In order to transform the South China Sea discourse into discourse power, ?rstly, discourse should generate topic setting power and enter the vision of international audience; secondly, it should be recognized by the public; thirdly, it should be able to transform into action and promote the process of practice. The promotion of discourse power in the South China Sea is a process from inside to outside and from both inside and outside, which needs to consider the triple logic of identity, discourse and action. There are many problems in the construction of discourse power in the South China Sea, and we need to seek common interest convergence point.
