摘要: 我国开放型经济发展的条件和环境正发生重大的变化,过去的低要素成本优势正变成巨大的市场规模优势。以国内大循环为主体构建双循环发展格局,就是要实施基于内需的经济全球化战略,以内需为竞争优势激励企业参与国际经济循环。这个战略的内在逻辑是:“扩大内需—虹吸全球资源—发展创新经济—以基础产业高级化、产业链现代化为目标,构建国内经济为主体的大循环格局——促进形成国内国际双循环相互促进的新发展格局。”全面实施这一战略的关键在“开放”,既要对外开放,更要对内开放。当前,对内开放的紧迫性和重要性已经高于对外开放,进一步对内开放已经成为深化对外开放的基础和前提,可以从宏观、中观、微观三个层次来考虑,分别从进行国民收入分配制度改革、分区域推进经济高质量一体化战略、重点拆除民营经济发展障碍几个方面来着手。

Abstract: The open economy of China is facing an immense change of the development conditions and environment from the cost advantage of factors over the last few years to scale advantage of the super-large domestic market. To create a new development pattern where domestic and foreign markets can boost each other, with domestic market as the mainstay, China should implement the strategy of economic globalization based on domestic demand, and encourage ?rms to participate in the cycle of foreign market with competitive advantage of domestic demand. The inherent logic of this strategy is to “expand domestic demand-absorb global resources-develop innovative economy-target to boost basic industries and modernize industrial chains, and create a big-cycle pattern with domestic market as the mainstay——form a new development pattern where domestic and foreign markets can boost each other”. Opening up both externally and internally is crucial to the full implementation of this strategy. At present, internal opening up is more pressing and important than external, because the former has become the basis and precondition of the latter.
