摘要：
家庭制度是影响人类生育的基础性制度。我国在完成人口转变以后， 正面临着进入低生育率社会的挑战。完善家庭制度建设、实施有效的家庭政策，是支持和服务生育，促进实现人口长期可持续发展的重要公共政策议题。对于生育问题和生育政策的讨论，需要转到家庭政策关节点上，重新思考家庭的功能、国家制度和家庭发展的关系。完善低生育率社会的家庭制度建设，需要思考和定位作为家庭制度的计划生育制度的未来发展，需要通过家庭制度建设来支持和服务人类生育，需要协调家庭政策和生育政策的关系，实施与生育友好兼容的家庭制度建设。

Abstract:
Family system is the basic system that affects human fertility. After the completion of population
transformation, China is facing the challenge of entering a low fertility society. Improving family system construction
and implementing effective family policy are important public policy issues to support and serve childbirth and
promote long-term sustainable development of population. For the discussion of fertility issues and fertility policy,
we need to turn to the joint point of family policy and rethink the relationship between family function, national
system and family development. To improve the family system of low fertility society, we need to rethink the
future development of the family planning system as a family system, support and serve human fertility through the
construction of family system, coordinate the relationship between family policy and fertility policy, and implement a family system that is friendly and inclusive with fertility.
