Since 2016, anti-globalization events have occurred frequently in European countries and America. The discussion on the process of globalization and the dilemma of global governance has reached a climax. The international order is facing a great change that has not happened in a century, coupled with the outbreak of international public security incidents.Therefore, the global governance model and national governance capacity are facing new challenges. Global governance and national governance are not antagonistic, and they have cross effects. The adjustment of national governance structure and the improvement of governance capacity will affect the upgrading of global governance model, and the final solution of global governance problems will return to the sovereign state level.
