摘要:
标语在基层疫情危机防控中起到了独特的政策宣传和动员作用。其在中国基层社会的广泛运用,推动标语治理研究成为基层治理领域一个值得关注的新议题。以基层政府使用的抗疫标语为经验材料,通过对标语文本的分析,可以总结出抗疫标语在内容呈现、主题建构、修辞风格方面的鲜明特征,归纳出标语达到治理效果主要依靠话语感染、文化说服、权力规训的三重逻辑。在基层治理场景变迁的背景下,需要通过制度建设,对基层政府标语治理的实践加以完善,并结合地方性知识和新媒体发展,推动标语治理的优势最大限度地转化为治理效能,助力基层治理新格局的构建。

Abstract:
Slogans play a unique role in policy publicity and mobilization in the prevention and control of epidemic crisis. Its extensive practice in China’s grass-roots society has promoted the research of slogan governance to become a new topic worthy of attention in the field of grass-roots governance. Taking the slogans used by grass-roots governments as empirical materials, we can summarize the distinctive characteristics of anti epidemic slogans and the triple logic that slogans mainly rely on. It is necessary for grass-roots governments to improve slogan governance through systems, promote the advantages of slogan governance to be better transformed into governance efficiency, and help build a new pattern of grass-roots governance.
