摘要：
积极应对百年变局，立足长远进行谋划，运筹中国外交战略新布局，事关中国第二个百年奋斗目标能否顺利实现。在中国持续强大的同时，世界百年变局深入发展，中美战略博弈深化，国际形势和中国外部环境加速演变。有鉴于此，中国应加强战略运筹，推进和完善全方位、多层次、立体化的外交战略布局。我们建议：丰富完善统筹国家、地区和全球层面的国家战略体系；以深化国际合作为主轴，以推动国际共同发展为主线，以丰富完善国际统一战线为抓手；全力应对美国的战略聚焦，促成世界各大力量平衡和制衡美国的态势；以经略周边、共建“一带一路”、深化与发展中国家的战略合作为基础，夯实中国国际影响力拓展的基础，促成中国国家实力的有效扩展；以塑造新型全球化为抓手，积极发展全球伙伴关系，引领全球治理体系变革，推动中国战略利益全球拓展；强调文明互鉴，加强文化对话，从哲学高度审视时代之问，推进中国外交战略新布局的展开。

Actively responding to the changes in the century, making plans based on the long term and planningma new layout of China’s diplomatic strategy are related to whether China’s Second Centennial Goal can be successfully achieved. While China is being strong, the changes in the world have become more complex, the strategic game between China and the United States has deepened, and the evolution of the international situation and China’s external environment has accelerated. In view of this, China should strengthen strategic planning and promote the improvement of an all-round, multi-level and dimensional diplomatic strategic layout.
