摘要：
人民法院在新发展阶段高质量法治政府建设中的角色定位，既关系到行政审判制度的发展，也影响到法治政府建设的进程，是全面依法治国实践中的重大课题。具体而言，人民法院在法治政府建设中应该有三重角色：作为法治政府建设的监督者，人民法院应当守护依法行政的底线，践行行政诉讼制度的初心使命；作为法治政府建设的支持者，人民法院应当服务涉政中心工作，拓展行政诉讼制度的治理功效；作为法治政府建设的助力者，人民法院应当促进领导干部法治思维的养成，强化行政诉讼制度的政治功能。

Abstract:
The role of the people’s court in the construction of a high-quality government ruled by law in the new development stage is not only related to the development of the administrative trial system, but also affects the process of the construction of a law-based government. It is a major topic in the practice of comprehensively ruling the country according to law. As a supervisor of the construction of a law-based government, the people’s court should guard the bottom line of administration according to law and fulfill the original mission of the administrative litigation system. As a supporter of the construction of a law-based government, the people’s court should serve the work of the political center and expand the governance effect of the administrative litigation system. As a promoter of the construction of a law-based government, the people’s court should promote the cultivation of leading cadres’thinking of the rule of law and strengthen the political function of the administrative litigation system.
