摘要：
运动式治理与常规化治理并非二元对立的关系，相反，运动式治理在当下更接近于一种技术化、针对某种特定任务的治理工具。运动式治理包含三重机制：一是触发机制，即压力型体制将中央（或上级）的要求与目标传导至地方（或下级），进而改变了地方（下级）政府的注意力分配结构并产生了一种“速效逻辑”；二是运行机制，即运动式治理围绕着定向资源动员而展开，它仰赖于高层权力再分配与集权的组织保障，也需要通过准军事化话语来营造适宜的“氛围”，但其对于民意的需求相对较弱；三是维持机制，尽管运动式治理存在局限，但一方面运动式治理确实能够在资源不足的前提下短时间内对清除“存量”产生明显效果，另一方面又能够在压力型体制下助力地方政府回应内外压力。作为一种治理工具，运动式治理在“去存量”方面具有适用性，且符合中国当前的国家治理环境，因此它不会被轻易摒弃。更为重要的是，它还可以与常规化治理等工具通过相互配合形成协同效应，共同构成我国多元化的国家治理工具集合。

Abstract:
Campaign-style and regularized governance are not opposites. Rather, campaign-style governance is now
closer to a governance technique for a specific task and it includes three mechanisms: trigger mechanism, operation
mechanism and maintenance mechanism. Therefore, as a governing tool, campaign-style governance is applicable in
solving “accumulated” problems and conforms to China’s current political environment, so it will not and should not
be abandoned. More importantly, it can also cooperate with regularized governance and other tools to form toolkits
of governance for China.
