新型风险背景下，风险态和日常态相互交织，“风险态为主时保证常态运转的底线”与“日常态为主时保障应急管控的底线”同等重要。基于社会系统平衡的理路，提出“适度应急管控”的概念，以解释底线突破将会诱发次生灾害、溢出效应和韧性缺失等后果。进而，以尺度与力度平衡为框架，分析风险应对中何以兼顾目标与方法、资源力与应对力等要素的协调性，为建构应急管控与常态运转持久平衡的动态能力提供理论依据。实践中尤其要把握“过度的上限”和“不及的下限”之间的适度空间，可以构建一个描述应急管控平衡态的“九宫格”的类型象限，为适度应急管控的方向调整与变革向度提供路径借鉴。

In the context of the new risk, the risk state and the daily state are intertwined. Therefore, “the bottom line of normal operation at risk ”and “the bottom line of emergency control in daily life” is equally important. Based on the principle of social system balance, the concept of appropriateness of emergency management and control is proposed to explain that breaking the bottom line will inevitably lead to secondary disasters, spillover effects and lack of resilience. Furthermore, taking the balance of scale and intensity as the analytical framework, it analyzes the coordination of objectives and methods, resource capacity and response capacity in order to provide a theoretical basis for the construction of dynamic capabilities for a lasting balance between emergency control and normal operation. At the same time, we should grasp the upper limit and the lower limit of excess in practice, and construct a “three-by-three grid” to describe the balance of emergency management and control, so as to provide path reference for the change direction of moderate emergency management and control.
