Abstract:

The East-West collaboration and pairing assistance is a unique institutional arrangement for poverty governance in China. The East-West collaboration system, originated from the pairing assistance, has continuously evolved in the formation of the financial system, talent exchange, and technology transfer mechanism, showing different institutional characteristics at different development stages. From the original government-led model to a strong government, market and social governance structure during the period of poverty alleviation, the East-West collaboration eventually formed the responsibility and incentive restraint mechanism between central government and local government, the aid cooperation mechanism between eastern and western local government, the government-enterprise cooperation mechanism between government and market, and the social mobilization mechanism between local government and society. In the new era of common prosperity, on the basis of“strong government, market and social governance structure”, the goal of governance should be to narrow the regional gap between urban and rural areas, and the gap between groups; the assessment should shift from eliminating absolute poverty to the economic coordination and synergy between the East and West that can achieve common prosperity, orderly flow of factors, equalization of social and public services, and ecological environment governance. The cooperation mechanism should strengthen government guidance, market leadership, advocate“enterprise common prosperity value investment”and strengthen the three distribution. Enterprises, individuals and social organizations will be mobilized to participate in East-West cooperation by encouraging venture capital and digital public welfare platform innovation.
