摘要：
信息技术的延展性与会聚性的叠加效应将引发技术的数字会聚革命，筑成数字新基建。新基建将加速信息技术革命在动力阶段的持续推进，也将重塑赛博空间的伦理规范。基于信息实体的权利构建的信息伦理是在为数据和算法赋权，但这可能会陷入数据主义的漩涡，从而压制人的权利。新基建的有序推进需要基于人类核心价值，加强伦理政策的顶层设计，通过减少概念混乱和缩小政策真空，最大限度地弥合技术的工具理性和价值理性之间的冲突，给人类带来具有价值丰富性的信息社会。

Abstract:
The superposition effect of the malleability and convergence of information technology will trigger
the digital convergence revolution of technology and build a digital new infrastructure. The new infrastructure
will accelerate the continuous advancement of the information technology revolution in the dynamic stage and
reshape the ethical norms of cyberspace. The information ethics based on the rights of information entities is empowering data and algorithms, but it may fall into the vortex of dataism and suppress human rights. The
orderly promotion of new infrastructure needs to strengthen the top-level design of ethical policies based on
human core values, minimize the conflict between instrumental rationality and value rationality of technology
by reducing conceptual muddle and narrowing policy vacuum, and bring an information society with value
richness to human beings.
