摘要：
督查制度是中国国家治理体系的有机组成部分。它深度嵌入在公共政策的层级结构中，是一种以问题为导向的政策层级统筹机制。这决定了督查的复杂性，它需要同时将领导意图与政策执行规律作为标尺，以有效的问题甄别为载体推动政策层级间的互动与沟通。督查的双向性与问题甄别的精准性构成了督查统筹政策层级的基本条件。当前督查实践日益背离政策执行的客观规律与一线场域，呈现出单向度的特征，并导致其问题甄别能力下降。督查以问题为载体析出的政策规则、权责关系、信息反馈体系均出现一定程度的扭曲，增加了政策层级间沟通与协调的成本，带来了严重后果。这表明，督查制度必须处理好与政策层级体系的关系，重视政策执行规律与一线信息的重要性，建立更加合理的工作模式与精准的问题识别机制，真正服务于公共政策的层级统筹。

Abstract:
The supervision system is an organic part of China’s national governance system. It is deeply
embedded in the hierarchical structure of the public policy, and it is a problem oriented policy level
coordination mechanism. This determines the complexity of supervision. It needs to take the leadership
intention and the law of policy implementation as the yardstick at the same time, and take effective problem
screening as the carrier to promote the interaction and communication between policy levels. At present, the
supervision practice increasingly deviates from the objective law and front-line field of policy implementation,
showing the characteristics of one-way degree, and leading to the decline of its problem identification ability.
The supervision system must deal with the relationship with the policy hierarchy system, pay attention to the
importance of policy implementation rules and front-line information, establish a more reasonable working
mode and accurate problem identification mechanism, and truly serve the hierarchical planning of public policy.
