摘要：
日趋激烈的大国间技术竞争使得技术自主受到广泛关注。关于后发国家的技术追赶，既有研究普遍从国家结构和产业政策角度进行探讨，缺乏对市场机会的分析。市场权力与政治权力的共同作用，使得后发国家面临着不同程度的市场机会挤压。只有国家介入才有可能破除这一结构性困境。一方面，国家采取措施消解市场机会挤压；另一方面，需要同时对政策对象施加纪律约束，从而使其保持较强的进取动力。只有在两个条件都具备的情况下，后发国家本土企业才能较为快速地实现技术追赶。

Abstract:
The fierce technological competition among major
powers has drawn widespread attention to technological autonomy. As for the
technological catch-up of the latecomers, existing studies generally discuss
from the perspective of state structure and industrial policy, but lack of
market opportunities. The combined effect of market power and political power
makes latecomers face different degrees of compressed market opportunities. The
structural dilemma cannot be broken unless the state intervenes. On the one
hand, the state takes measures to eliminate the compressed market
opportunities; on the other hand, the discipline exerted by the state is
necessary for local enterprises to maintain enterprising spirit. Only when both
conditions are met, can local enterprises in latecomers achieve technological
catch-up quickly.
