摘要:
“双碳”目标的提出对中国国家治理体系和治理能力提出重要挑战。中国实现“双碳”目标时间紧、任务重,需要充分依靠多主体间的协同和科学技术的支撑。“双碳”目标的实现,不仅要在节能降碳技术上有所突破,还要建立相应的管理技术体系。区块链就是这样一种协同管理技术。区块链的技术特性与碳足迹记录、碳排放管理、碳交易等“双碳”目标需求具有高度的契合性,可以构建一种零碳区块链,使区块链的技术优势在分布式能源系统、绿色金融、低碳城市等场景为“双碳”目标赋能,同时帮助国家及时、准确地掌握各地区和各主体节能降碳目标的达成情况,从而促进“双碳”协同治理。零碳区块链是数字文明与生态文明融合发展的产物,政府和研发者需要对其自身能耗、建设成本以及单项技术局限等问题给予充分关注,做好技术设计和场景适配。

Abstract:
The goal of carbon peak and neutrality poses a potent challenge to China’s national governance system and governance capacity.
China has a tight deadline and heavy task to achieve this goal, which needs to
rely on the coordination among multiple subjects and the support of science and
technology. To achieve the goal of carbon peak and neutrality, we should not
only make a breakthrough in energy-saving and carbon reduction technology, but
also establish the corresponding management technology system. Blockchain is
such a collaborative management technology. The technical characteristics of
blockchain are highly consistent with this target needs such as carbon
footprint recording, carbon emission management and carbon trading. The
net-zero-emission blockchain can not only empower the goal in the scenarios of
distributed energy system, green finance and low-carbon city, but also help the
country to grasp the goal achievement of various places and subjects timely and
accurately. Net-zero-emission blockchain is a product of the integrated
development of digital civilization and ecological civilization. Government and
developers need to pay full attention to the energy consumption, construction
cost and technical limitations of the net-zero-emission blockchain, and carry
out the design of relevant technologies and scene adaptation.
