摘要：
随着人类社会现代化进程的不断推进，社会的复杂性也不断加深，复杂社会的特性包括社会高度分工、需求的多样性、信息的分散化，以及大城市经济和人口结构的复杂性等。在复杂社会的背景下，突发性公共危机给城市治理带来了新的不确定性和挑战。应对城市公共危机，需要坚持充分发挥市场与社会作用、强化法治引领、坚守人文和道德底线、回应多样化需求等基本原则，同时在应急保障体系建设、危机影响预判、外来人口友好等多方面探索新的治理举措。找到有效应对公共危机的方案，大城市将能在挫折中改善治理，并更好地引领国家的高质量发展。

Abstract:
With the continuous advancement of the modernization
process of human society, the complexity of society is also deepening. The
characteristics of complex society include the high division of labor, the
diversity of needs, the decentralization of information, and the complexity of
the economy and population structure of large cities. Under the background of
complex society, sudden public crisis has brought new uncertainties and
challenges to urban governance. To deal with urban public crises, we need to
adhere to the basic principles of giving full play to the role of the market
and society, strengthening the guidance of the rule of law, adhering to the
bottom line of humanity and morality, and responding to diverse needs. At the
same time, we need to explore new governance measures in many aspects, such as
the construction of an emergency security system, the prediction of crisis
impact, and the friendliness of foreign populations. By finding effective
solutions to public crises, big cities will improve governance in the face of
setbacks and better lead the country’s high-quality development.
