摘要：
基于西方经验建构的“国家建设”理论，并不能有效解释中国的国家发展道路。我们应该从中国现代化的实践出发，提出“国家发展”理论概念体系，超越、替代既有的“国家建设”理论。在国家发展理论中，国家权力的作用是“造福于民”，国家体系的发展并不是国家权力尤其是强制力的片面增长，而是通过国家机构提供一系列公共产品，包括法律、政策和公共服务，更好地满足社会大众的生活需要。国家体制越是健全，国家提供这些公共品的能力就越强，国家治理就越有效。国家发展理论为国家治理实践奠定了基本理论前提，同时也解释了中国式现代化何以在经济社会飞速发展的同时保持政治的稳定。由于中国国家发展理论和实践的强大生命力，这一理论模式将为进一步推动人类命运共同体建设、打造更为和谐有序的人类家园创造更为完善可行的指导路径。

Abstract:
The theory of state building based on the Western
experience cannot interpret the road of state development in China. We need a
new conception to explain the process of modernization in China and set up the
theory of state development. In the theory of state development, the role of
state power is to“benefit the people”.
The development of the state system is not the unilateral growth of state power,
especially the coercive force, but the provision of a series of public goods,
including laws, policies and public services, through state institutions, to
better meet the needs of the public.
