摘要:
建设高水平人才高地是当前及未来一段时间各地区、各领域的一项重要工作,而提升人才吸引力是这项工作的关键环节。人才高地吸引力包含“条件”和“结果”两个维度,前者是指符合人才发展预期的成长环境类条件和满足人才工作及生活需求的服务保障类条件;后者是指实现高水平人才的高密度聚集和人才队伍的“提质升级”。在“三大体系”建设的目标指引下,哲学社会科学人才高地吸引力评价指标具体可以围绕“人才吸引条件”“人才聚集程度”“人才队伍素养”三方面展开。就现状而言,我国当前哲学社会科学人才高地吸引力建设仍存在价值错位、梯队分布、近亲传承三组矛盾,以及地域分布、机构分布、学科分布三组极化现象。提升哲学社会科学人才高地吸引力,亟需进一步找准优势定位、优化资源配置、适度倾向引导。

Abstract:
The construction of talent highland is an important task for all regions and fields at present, and the enhancement of talent attractiveness is the key step. The attractiveness of talent highland consists of two dimensions, which are “condition” and “result”. The former refers to the growth environment conditions that meet the expectations of talent development and the service guarantee conditions that meet the working and living demands of talents. The latter refers to the high-density accumulation of high-level talents and the high quality and excellent ability of the talent teams. Under the guidance of the construction of “three systems”, the attractiveness evaluation of talent highland in philosophy and social sciences can be specifically carried out in three aspects: “talent attraction conditions”“talent gathering degree” and “quality of talent teams”. In terms of the overall situation, several deficiencies exist, such as the irrational competition of attraction conditions, the polarization phenomenon of attraction results and the inadequate display of talent efficiency.
