全球治理失灵的窘境正进一步凸显，一方面，全球层次治理难以为继，另一方面，随着国际社会对于区域关注度的提升以及区域治理的长足发展，区域治理在功能和结构上体现其全球治理价值，全球治理出现了区域转向的态势。全球治理的区域转向来源于全球治理与区域治理互动性的增强，由于二者间存在治理客体、目标与机制的通联性，全球治理与区域治理的良性互动得以展开并深入发展。区域转向的核心目标是寻求实现全球治理有效性的区域路径。需要注意的是，全球治理的区域转向不意味着完全走向区域治理，全球治理与区域治理存在着本体差异性与内在矛盾性，二者不能完全重合与互相取代。在区域转向的过程中，全球治理与区域治理的矛盾性也会加剧全球治理的危机，因此需要把握全球治理区域转向的程度与限度，注重这一过程中的法度，保障这一进程不脱离全球治理的目标与方向。

Under the impact of the COVID-19 pandemic and the Russia-Ukraine conflict, the dilemma of global governance failure has been further highlighted. On the one hand, global governance cannot be sustained; on the other hand, with the increasing attention of the international community to regions and the rapid development of regional governance, regional governance reflects its global governance value in terms of function and structure, and a trend towards regional shift has emerged in global governance. The regional shift of global governance stems from the increasing interaction between global governance and regional governance. Due to the connectivity of governance objects, goals and mechanisms between the two, their positive interaction has been able to unfold and develop deeply. The core objective of regional shift is to seek a regional path to achieve the effectiveness of global governance. It is important to note that the regional shift of global governance does not mean a complete shift towards regional governance. There are ontological differences and inherent contradictions between global governance and regional governance, and the two cannot be completely overlapped or mutually replaced. In the process of regional shift, the contradictions between global governance and regional governance will also intensify the crisis of global governance.
