界面及界面理论为数字时代跨部门协同研究提供了一个较为独特的视角。现有文献集中强调信息共享促进跨部门协同的作用，但对于技术赋能的深度机理及其限度还缺乏系统讨论。数字治理界面具有数字整合权、边界裁判权、流程再造权、监督考核权，一定程度上缓解了部门边界模糊化、协调机构非常态化、信息共享阻滞化和监督考核迟滞化等传统城市治理困境。同时，受数字力、行政力和领导力三因素的影响，界面也存在“失灵”现象。事实上，界面兼具工艺性和生态性特征，不仅是人工设计的产物，也是组织间互动、组织与环境互动的产物，其本质上是这种互动所形成的一种相对稳定的边界和“接面”。数字界面功能的提升离不开顶层制度设计和部门共识的形成。

Interface and interface theory provide a unique perspective for cross-departmental collaborative research in the digital age. Existing literature mainly emphasizes the role and mechanism of technology in promoting cross-sectoral collaboration, but there is still a lack of systematic analysis on the limits of technology empowerment. The digital governance interface has the power of digital integration, border adjudication, process reengineering, and supervision and assessment, which to some extent alleviate traditional urban governance dilemma. At the same time, due to the influence of digital power, administrative power, and leadership, there is also a phenomenon of “failure” in the interface. It is found that the interface has both technological and ecological characteristics, which means that it is not only a product of artificial design, but also a result of the interaction between organizations and the environment. In essence, it is a relatively stable boundary and interface formed by this interaction. Improving the digital interface function cannot be achieved without the top-level institutional design and the formation of departmental consensus.
