摘要:
申素平、吴楠从合法性和最佳性的视角审视了校外培训执法模式的痛点,为校外培训治理提供了一种现实可行方案。但校外培训的善治格局不仅需要发挥执法模式的“抑恶”效能,更需要社会参与的协同共治模式迸发出“扬善”能量,从而形塑校外培训治理的社会契约。协同共治模式以共同价值、共同责任、共同参与为主要特征,有助于化解执法模式的监管困局,促成以人为本的高位价值目标,孕育共同体默会的责任自觉,迸发多主体参与的治理合力。据此,形塑以教育高质量发展为目标的共同价值追求,驱动共同体深入明晰并肩负起共同责任,激活多方主体共同参与的共治合力,将成为助力校外培训协同共治模式全效落实的必要之举。

Abstract:
Shen Suping and Wu Nan examines the pain points in the law enforcement model of off campus training from the perspectives of legitimacy and optimality, providing a practical and feasible solution for governing off campus training. However, achieving good governance in off campus training requires more than just relying on the one-dimensional effectiveness of the law enforcement model in suppressing misconduct. It also necessitates the activation of collaborative governance through social participation to promote positive aspects. This will shape the social contract of off campus training governance. The collaborative governance model, characterized by shared values, shared responsibilities, and collective participation, helps overcome the regulatory challenges of the law enforcement model and fosters a people-centered value system, a sense of shared responsibility within the community, and a collaborative effort involving multiple stakeholders. Accordingly, shaping a common pursuit of high-quality education, driving the community to clarify and assume shared responsibilities, and activating the collaborative governance synergy with the participation of various stakeholders are necessary steps for the effective implementation of the collaborative governance model in off campus training.
