With the profound restructuring of the globalization process and the deepening interdependence of countries, the world is increasingly becoming a risk society, closely interconnected and highly complex. Global risks and challenges are intertwined and spreading at an accelerated pace, and the global system shows an obvious characteristic of vulnerability. The effective identification of the risks facing the global system and their linkage mechanisms, and the strengthening of the resilience construction of global governance have become important issues in global governance system. The trend of human activities’ externalities, economic activities’ blindness, national self-interest and societies and cultures’ secularisation all constantly give birth to the global risks of ecosystems, economic networks, political systems and value systems. The global system is exposed to significant risks of uncertainty. Facing the complex crises and multiple risks in global affairs, the international societies should take the cultivation of common values as a bond to enhance global trust, promote the provision of an effective system through international multilateral cooperation, facilitate the interaction of global governance systems through synergistic design,improve operational effectiveness of global governance through digital construction. The resilience of global governance in terms of timely adaptation, rapid adjustment, effective collaboration and rapid recovery should be continually strengthened.
